Tackling the car wash noise, now planning enforcement is closed off

Residents around the hand car wash on Caxton Street North have raised noise disturbance with me repeatedly. Newham Council has confirmed that, because the car wash has been operating outside its permitted hours for more than ten years, the breach is now immune from planning enforcement. There are two practical things residents can do right now: volunteer your property to host the Council's noise monitoring equipment, and add your name to the petition calling on the Council to use its remaining powers.

What we're asking for

Three practical, achievable actions

  • Newham Council's Environmental Health team to assess the noise as a statutory nuisance, using evidence from the monitoring equipment, and issue an abatement notice if appropriate.
  • Newham Council to issue a Community Protection Notice, addressing the pattern of disturbance directly without requiring a formal statutory nuisance finding.
  • Newham Council to investigate whether a new planning application, or other planning breaches on the site not covered by the ten-year immunity, need to be assessed.

The Council can install noise monitoring equipment in a home for up to a week. It records continuously but only saves audio when you activate a remote control, capturing five minutes at a time to evidence the disturbance.
